Reform of Education Systems

Given its pivotal role in social and economic development, the reform of schools, Vocational Skills Development (VSD) and higher education systems have been taken up by various national, regional and global initiatives. Reforms are often characterized by several phenomena and trends which are indicative of changes relating to the actors involved, visions of education and development, as well as the instruments deployed to influence and implement education reforms on an international and national scale.


NORRAG’s focus on reform of education systems aims to unpack these phenomena and critically reflect on reform approaches, considering in particular the following sub-themes:

  • Policy usage of international, regional and national large-scale student assessments
  • Primary, secondary, VSD and higher education development and quality assurance
  • Minority-inclusive reforms
